Character Advancement
Characters change through resolved quests.
Minor changes, new information, temporary tags, altered relationships, can occur frequently. Major changes, new capabilities, removed limitations, tier increases, only occur when a quest or personal quest is meaningfully resolved.
Advancement is narrative, not incremental. Characters do not grow because they succeed often, but because they confront situations that force transformation.
If a quest does not change the character, it was not personal.
Completing or failing quests may alter a character’s tags, relationships, or arc.
Procedure
Characters grow laterally. However, tags can increase in tier through quests or use.
If you roll a 1 or 20 when using a tag in any task (not an oracle check) 5 five times you can increase your tier by 1 then reset the count to zero. The max tier is 4.
Mastery of a skill or ability can come from failure or absolute success. Though the success on the 20 doesn't necessarily mean the action succeeded.
