GMless
Tag and Tally is meant to be played solo or in a gmless way. When playing with multiple players it is important to have a structure to how the world reacts to you and the rest of the party. There are several methods to do this.
One Narrator Per Session
Each session one of the players gets to make all the decisions of what the oracle and modifiers mean and they get to control all the monsters and NPCs actions.
Then the next session another player takes a turn.
This works if you are running a campagin with many sessions, or you are learning how to play the game from someone who has done it before.
One Narrator Per Scene
This is my perferred method of managing. At the beginning of a session, everyone rolls a d20. The highest goes first, and then on down the line like initiative.
Each scene there is one narrator, they control this scene creatures, npcs, the oracle final decisions, etc.
The say what carries over from this scene to the next, and then the next player in line becomes the narrator and uses these details to set up the next scene.
A New Narrator every X minutes
An alternative to the One Narrator per scene that allows everyone to get a shake at the role is to again roll that d20 decide the order. And then your estimated play time by the number of players. And then set a timer when the timer ends, it is time to switch narrators even if it's in the middle of some action.
This can create some interesting tension and dynamics.
